Allow users to set their index as "read only" where only searches work, but no indexing or commit operations

Some people want to develop an interface against a live index but don't want to accidentally run cron and modify the live index.

This patch provides that.

I also wrapped the nodeapi messages into an "advanced" fieldset to make the settings form more concise for general usage.
