Is it normal for others to see other feedback when clicking on the feedback link?

So the question is in the subject but I'll explain...
When someone uses the form it works fine, then a subsequent user comes along to that same page and clicks on the link, the form slides up and the form shows previous submissions with a link to the user that submitted it. is that the way it's supposed to work and if so, is it possible to change this behavior to show no previous feedback?
