add div{height:100%} for IE

Description
I added it to ie.css as an ie reset and it solved occasionally problems with ie haslayout property.
worked for me. maybe should be part of block elements reset {height:100%} .
Tom, what do you think about moving IE adjustments like the 100% reset from style.css to ie.css ?
