What I know is this: front end is the interface through which you interact with the -Drupal- website (i.e. the screens and forms of the website). Back end on the other side is what you use to store information and process these information (i.e. the databases, theme engines, templates, etc). So, if this is what you're asking, then yes, Drupal has a front-end and a back-end.
