I often like to leave the devel module on, but switch the theme developer menu on and off. I know its in the devel block but it would be handy to have it in the admin menu drop down. Thanks for a great and useful module.

I think this use-case has been solved by #352065: Add setting to select developer modules to keep enabled. Hence, marking as duplicate.
