If I am taking my cursor to any of the primary link, then it should display the sublinks in it via drop down format. This will help to look my site as a dynamic site.
If you have already made that swf file, then you would embed it as usual by pasting the embed/object html into a 'block', or by using the swfobject module.
But if you haven't made that flash swf file - why are you asking this question?
Why don't you try dhtml menu module instead? I suspect you will find it difficult to write that flash code yourself.

None of them Flash... Flash is not needed (or wise) for this kind of thing.
