I first wrote a question in the post http://drupal.org/node/492672 of the need for an anchor to position the theme selection component that appears in node creation when using cck manage fields.

The response http://drupal.org/node/492672#comment-1706748 provides details on how this might be done.

I am wondering if this will require a patch or if this can be done as a configuration option.

I don't understand the issue and feature requests must go into 8. If you still want the feature, please re-open and clarify further.
