First off, thanks for making this module. It's extremely handy for activist orgs.

I'm wondering if there's a way to make sure that the letters aren't abused for DOS attacks or the like? It'd be great to make it so that each email address can only send one letter. I'd also like to have a way to set recipient emails based on zip code, ala moveon or ACLU where zip code defines which congressional members receive the letter.

Bad actors would just change the email address and send as many as they want, while there are situations where good actors may want to send multiple emails. Limiting by email address would only hurt honest users, but if you can think of other situations to filter on please open a new issue.
