From what I understand, a privatemsg is currently a target (i.e. some other event triggers a privatemsg, if configured to do so).
On my Drupal 5.x site, I'm interested in seeing a privatemsg generate a notification. For example, a new privatemsg is received, and subsequently I want to ensure the recipient receives an external notification (email/tweet/whatever) that the message was received. Is this function currently available using the messaging framework + notification?

Thanks for the feedback. I understand re: Drupal 6, but it is not possible for my production site, so I may need to have the module backported.

I'm setting this to "won't fix" as it's not a priority for this project and not something that any of the maintainers are going to work on. It's not a feature we're going to complete. If you do get a working backport together however please reopen this.
