Access denied on confirmation when Display mode = Do not display the signatures to the public

Description
Module (6.x-1.1-beta6) works good with Country_api and ip2cc for computer browsers. However, with a mobile device (tested on both BlackBerry and iPhone in the USA), the flag shown is correct US flag, however clicking the Sign It! button gives the error message for IP country does not agree with the Country used in signature.

I posted this in ip2cc as it may not be specific to Petition module.

"You are not authorized to access this page" is given when trying to confirm signature of petition from a mobile device.

The confirmation process redirects to the signature page regardless of the Display mode setting. Therefore when the Display mode = "Do not display the signatures to the public" the confirmation process gives "You are not authorized to access this page" error message giving the impression that their signature is not confirmed.
