I don't want the navigation menu to appear to every member of my community. How do I make it appear to only a select few people?

Also can you change the position of the login box?

The Login box has its own block - so you can shift it up or down by changing its weight or bring it from left to right sidebar or even put it on an own site, if you change the placement in the blocks menu.
