how do i apply user quota restrictions

. . . for all users?using this module?
i found that at user management i can pass my restrictions there for a specific user. . .
but what about if i have . . a hole role-group of users that i want this restriction to apply to all . . .
even for th future users that have nt registered yet?
Is this something you're working on?or i am looking at the wrong module?
