Possible to modify toolbar using "Custom javascript configuration" field?

I'm using fckeditor in a multi-site setting. Rather than editing the fckeditor.config.js file, I'd like ot use the "Custom javascript configuration" under "Advanced settings" on the FCKeditor profile page to add/remove icons.

I've tried many different things, but can't get it to work. Is it even possible to use this field to change toolbars?

Do you want to change the toolbar on a textfield-by-textfield basis or do you want to have a default toolbar for every site?
