Administration interface tough love

Description
Without adding or removing any element, I would like to have a better admin interface. Currently it's under admin/user/settings, but it sits on the top of the page. Items I would like to cover are:
- should the module options go away form this page and move to admin/settings/login_security
- Some messaging options are spreaded over the form, regroup them.

I've regrouped the notifications, and altered the textfield titles for a better match to: "Notifications", and "Edit notification texts". It looks more intuitive for me now, but not sure if it will fit others pov.
Still pending to know if should I move it from this page, alter the weight or leave as is.
