The very top portion of my css that was named STARTERKIT comments:
In addition to the style declarations in this file, other Drupal styles that you might want to override or augment are those for: Menus: See line 667 of Zen's drupal6-reference.css file...
With "Menus" being one of several. That line in the reference css is not what I'm expecting, so I found modules/system/system-menus-rtl.css on Line 986. My line numbers are coming from Dreamweaver, if I'm possibly missing something. (And then this would be support request).
If it simply hasn't been updated, let me add that I would be perfectly content to have the STARTERKIT css tell me to search for system-menus-rtl.css instead.
