Blog theme

Hi,
I have used blog theme modul, but i'm not sure what exactly have do for allow my users change theme.
In Modules have allowed blogtheme and also in Access control have allowed "blog_theme module". But when I log as user I can't see any part for changing theme.
What I have do?
