If you uninstall a module, its system table row is not removed. The row is of no use and should be deleted.

Duplicate of #147000: Rewrite module_rebuild_cache() and system_theme_data(). Sorry I should have provided this link in the admin_menu issue.

This is bizarre. I'm not a Drupal core maintainer, but I can't possibly see that this is a duplicate. Or at any rate, it's not at all obvious from the description of issue 147000. Shouldn't this be re-opened?
