Transactions not being completed for authenticated users

Upon clicking 'complete' one the pending transaction page, the transaction is not completed - however it triggers a 'transaction started email' and displays a transaction started message.

The same process with transaction admin privileges will comlete the transaction, but only if the 'transaction is pending' tick box is un-ticked.
