It seems that the 'Recommendations' block doesn't show up on some project pages on d.o. For example:

http://drupal.org/project/imagecache_colorblend

I've been working on this issue: #479812: Remove "Related projects" block until it provides relevant suggestions, and didn't update the data. I'll update the data soon.
