IF I don't give "voting administrator" permission to authenticated users, they can't vote!
this seems not true to me. can you pls tell me what's wrong ?

sorry, actually it works but users can't change votes after voting. anyway it's ok.

I suggest you look into Extra voting Form 's configuration!
