Insert Symbol or Insert Custom Character

I know many editors have an insert symbol and I know for TinyMCE it is Insert Custom Character

I cannot seem to find it. Is this something y'all have to include or are the editing buttons pulled from the plugins themselves.

I need to be able to make delta, gamma, type symbols
