I'd actually bet another Beta before an RC. I just had a second site I was building with 4.7 Beta 4 (currently on a test site) blow up on me (database issues). A couple weeks ago I was hoping to start an actual production site with 4.7 Beta 4 but found too many issues to feel comfortable and restarted the project on 4.6.5.
It just doesn't feel like an RC yet. Sort of like calling IE7 a Beta2 when it really is more like an Alpha or in Mozilla language a nightly. If it doesn't feel like an RC...it's not an RC. This is only my opinion and not even worth 2 cents since I'm a lowly user and not a developer!
A lot of fixes have been applied based off of RC4, you may wish to skip the beta#'s and just go for the CVS releases if you want to play with new.
All the beta's are are spefici pulls from cvs anyway. I find using th ecvs update method for my files and then running update.php really helps me determine if the error I experience yesterday is something I should report today. :)
By golly, I think you're right...it's time I start testing the CVS! Especially since I have a Beta 4 test site for Drupal that needs to be rebuilt! I'll have to read up on ecvs.
I'm also interested in when the 4.7.0 will be released (not just a RC). I haven't seen many forum topics on this, so don't feel bad, I haven't had the guts to ask though ;).
how many patches have you reviewed today? How many bug reports you checked against a HEAD Drupal? None of these require programming skill just TIME.
