I'm really struggling to get my head around OG permissions in the various modules and can't see any obvious documentation. I want my organic groups to have administrators and members, and I want only administrators to be able to post a certain content-type (lets call it issue) to their groups. It would be nice if regular users could also create this content type so that group administrators can tick their groups later.

Can anybody help me with a basic tutorial, or even just tips, on the best way of implementing this? Alternatively, I may be swayed into implementing it some other way, eg. taxonomy.

I've just been watching a video on the OG groups module at http://www.doitwithdrupal.com/free-videos where the creator explains what's possible. I think it mentions what you want to do.

That's certainly a good video on the basics of groups, it doesn't quite cover what I was looking for, but hints at it once or twice. However, the module og_read_only seems to be exactly what I am looking for. I shall have a play with it later on today.
