Just out of curiosity, when starting a new Drupal project, do you download all your modules first, build the site and get it up-and-running using a default theme like Garland, or do you design your theme first and build the site around the theme?

I think you can really do it either way. On our site, we got about half of the content into the site before we even had a "first draft" of our custom theme ready, and then we got the rest of the content done while we were refining the theme.

Putting much of the content in first meant we had to go back and do some reformatting afterwards - but that was less painful than if we had waited to build content until after theme was done. Also, I think it was easier to test the theme when there was lots of real content in the site to see how things would look.

But, I think the whole point of having things separated like in Drupal is that you don't have to agonize about which to do first. (Maybe you have to still agonize a little bit about things like content types!)
