I am unable to create the database tables with sections.install, either by uploading this file into the schema or by calling it on a command line or browser. I am fairly confident that I am not doing anything wrong. Using Drupal 4.7b6.

The .install file is supposed to run automagically when you enable the module. I think it is also run when you run your base drupal /update.php.
