Location dropdown

Hi!
Can you configure location module in a way, that the location is selected from a drop-down list and not written in input fields.
Admin would insert 10 or so locations into the DB, with address, longatude, latitude, name and so on. When the node would be writen by another user, the user would just select from a list of these locations.
If you let all the users to add new locations, you can get 3 different addresses/geolocations for a single location.
how can this problem be solved?

Create a 'location' content type, add the preconfigured locations using the location module input fields, then add a nodereference field to the content type in which you want the location drop-down to appear.
