I was using the address module to do some data entry and we had someone from Tamil Nadu India. I typed in Tamil Nadu and got an error. It said that it wasn't a province. So, I looked in the in.inc file and found TN ='Tamil Nadu' I put in the abbreviation and everything worked out. But how come I can't just type in the full province name?

Could not find Niedersachsen as a province from Germany. Try to use the province abbreviation or number.
