How to have countries other tan U.S & Canada appear under Billing Information drop-down?

Have setup a donation system on a large client site using ubercart. I require to have countries other than the USA and Canada selectable in the drop-down box for billing information? How is this achieved?

Right now it appears restricted to North America and tied to the state/province drop-down?
