why scoops go to homepage directly

I'm testing Drigg 6.x. All submitted scoops directly go to frontpage. The setting "How many votes before a story goes to the home page?: " is 10.
any idea what's wrong ?

Hi,
Turn off "promoted" as the default for the content type "drigg" in Drupal's UI.
