drag-and-drop

Issue Summary

It would be good if Taxonomy_Manager could use an interface like the drag-and-drop interface that the blocks organiser uses.

CCK implements the same thing, including parent fieldset for fields, with an indent to show the heirarchy. Perhaps that would be a good place to look for how this could be done.

The arrows could then be removed, and you wouldn't need to edit the term to define its parent.

Only problem I can see is defining multiple parents.
