FCKeditor not using other languages

Description
I am unable to use a different language than English for FCKeditor.
I have found this problem after the upgrade to this version.
Note: yes, I am cleaning browser and drupal cache...

Updating from which version?
If Wysiwyg API does not work as expected, please
1) Update to the latest development snapshot.
2) Remove all wysiwyg profiles except one.
3) Remove all buttons/plugins from your wysiwyg profile except bold + italic buttons.
4) Test whether the editor appears.
5) If not, temporarily disable (all) other contrib modules.
6) Test again.
7) If the editor appears, re-enable other contrib modules step-by-step to see who's guilty.

I just installed a brand new drupal 6.12 , wysisyg api 6.x-2.0 and fckeditor 2.6.4 with only bold and italic buttons and a different language than english.
Still same problem here.
I will install the latest dev snapshot and try again...

It appears to me the FCKeditor is using the language the browser detects. Check "About; Browser-Info" to verify.
I am using a clean install of D5.19 with wysiwyg-5.x-2.x-dev and jquery_update-5.x-2.0 (copied jquery.js to /misc). There are no other modules installed.

I've just installed Drupal+Wysiwyg+FCKE and it correctly switched to German.
I did not change anything in the FCKE- config, just set up the site and activited some features.
Considering this and your problems i assume that the bug is completely random or caused by e.g. an old drupal-/wysiwyg-/firefox- version. or, what i doubt, interfering with other plugins.
edit: FCKE- Version: 2.6.4.1, maybe try this release, if the bug still exists, i would try to fix it soon.

tested with oerpli (#6; followed suns recommendations given in #2)
with my firefox 3.5 and ubuntu i get the english tooltips for fckeditor, while he gets german tooltips.
So my conclusion is:
The language is determined by the users browser language - so i may get the language of the browser of the internetcafe i'm in ;-)
The language should be taken form the users profile for registered users;
for anonymous users the language of the content shall be the language for the editor.
My consideration:
If a user is able to read the content in its language, then the (anonymous) user is also able to read the tooltips; for registered users: they prefer a certain language as expressed on the profile page.

However, marking as duplicate of #362318: Limit language selection to available languages, #532794: Use current user's language, #457620: Properly handle language direction. Please search for existing issues before submitting a new one.
You can follow up on that issue to track its status instead. If any information from this issue is missing in the other issue, please make sure you provide it over there.
