apply gzip to conditional css statements.

mikeytown2 commentedGoing to postpone this, it will take some creative rewrite rules, like I have in boost, in order to do this correctly with file permissions and all. So if this something you need, drop a line here; but be aware that this will complicate the rules, and will probably require you to edit the root htaccess file.

mikeytown2 commentedCSS Gzip will no longer be updated/supported. All future development is being done in the Advanced CSS/JS Aggregation module.
