Add library level weights to jQuery UI files

Description

Drupal 7 has this nice JS weighting system, where library JS files and module JS files have a separated weight space. jQuery UI should specify explicit weights, so it is not required to set the whole module with lower weight to get the library files loaded before module files.

Blank lines should be blank, i.e. no trailing white-space.

Aside from that, this looks very reasonable.
