It would be useful if Drupal had a display mode setting so that the administrator could view the site as another user or as viewed from another role. Gallery has this and it's very useful, especially when making changes that will only effect users other than the administrator. This allows the administrator to view these changes without having to resort to repeatedly logging in & out, or keeping another browser open logged in as another user / role.
Unfortunately, I don't know where to begin to add this functionality.

This helps tremendously. It works exactly as I hoped. It's only lacking adequate directions, but I found out how to use it by following my admin/help link and took to it immediately.
I had worked on an alternative to do this (and got it working). Although I won't use it anymore for switching users, it's still worthwhile for sending links to other users. So creating it wasn't a total waste for me.
So, bravo Anton! You hit the nail right on the head. I feel foolish for having missed this module.
