I have created new content type, enabling comments and done some other configuration. After this I have changed my mind and set comments to turned off. However, I am still able to add comments even as a anonymous user.

Can you provide more details? What steps did you take to turn of comments? It sounds like perhaps you changed the default for the content type, but did not change the comment settings for each node. If so this is by design.
