Allow multiple users to register from one reg_code

I'd like to be able to distribute a reg_code that will allow the first 500 users (have number customizable) to sign-up before it becomes invalid. The usage is to give the code to sites that they can share is during a review, but protect my site from getting overwhelmed should the review become too popular.
