what to do regarding countries changing, there's gotta be some way to migrate the data..
Perhaps a page listing outdated entries and suggestions for fixing them....

dunno, maybe once there's an admin/content/locations area?
its also got to be hard, because there are some people who want the "current" state of the country, but others might want to maintain for historical purposes a snap shot of a country at a different time.

Ideally, someone with an interest in updating that data would submit some kind of update function in the .install that updates each location to reflect the new country and/or province names, zipcodes, etc.
