Role Delegation version 1.3 for Drupal 5.x.
#287914 by Mike Wacker and David Lesieur: Add role assignment widget on user/edit and admin/user/user/create.
Starting with this release, the "Roles" tab only appears to users who do not have the "administer users" permission. Users who have access to the user edit form may now assign the roles from that form.
