Time estimate for cloning a Drupal install?

We have a small (5-6 page) publishing microsite online at http://www.mobilehealthwatch.com. It has basic functionality: posting blog entries, off site links, gated newsletter registration. The purpose of building this site was to have a template we could clone easily, to create identical sites on different topics with different skins, online e-zines.

I'm wondering what kind of hours a clone/reskin process for a site this size would take? We provide the .PSD files for the new skin. We've had an estimate of about 100 hours, and I'm wondering if that sounds about right, too high or too low?

The devil is in the details, but if the only difference is the look (functionality is exactly the same) then most of the time is in the theme and unless the look is more complex than you example, 100 hours sounds high. But again, without the details it's hard to be sure.
