Remove description on term name

Description

So when you go to admin/build/taxonomy/1/add. You will see, this is a name. As description, rather useless to anyone.

Can we get more descriptive then "Term name"? Although it does make sense, more documentation doesn't hurt. Where's Keith when you need him....

I actually feel kinda bad for the test bot having to run ~12k tests on that patch :)
