Ctool links in online release notes is wrong

(I believe this is just an unintentional typo). The online release notes for this version says the ctools can be found at http://drupal.org/node/468632, but this points back to Panels. The link should either be to the ctools project http://drupal.org/project/ctools or to the ctools download at http://drupal.org/node/468642. (it would also be nice if they were identified as the "Chaos tools suite" since that's the name of the project).
