Add "Designing Accessibility Into Themes" article to Theming Guide

There's a really great article by Ann McMeekin at http://www.d7ux.org/designing-accessibility-into-themes/ on accessibility considerations for people creating Drupal themes. In the comments there, she has given permission for it to be reproduced here on Drupal.org. I think this would be a wonderful addition to the existing documentation!
