If i created a content type with taxonomy field.

Then created a view with a field content taxonomy. wouldn't the values be the same as a field that was a taxonomy:all terms field.

Figured it out

When creating the field for the content type didnt check the box
"Save values additionally to the core taxonomy system (into the 'term_node' table)."

Checked it and everything is great.

yes, in this case "Save values additionally to the core taxonomy system..." must be checked.
