Yes, we need more shortcuts! And yes, it makes sense to keep them to those four or five top level categories as it helps greatly to keep an overview.
Bojhan: I believe adding more shortcuts would be largely an Admin task instead of a users.
Expanding this concept further gets more and more goodness:
We have a proposal of two independent menu sections in the admin header: Top Level Admin at the top and the shortcuts with big buttons below that. If we can extend the shortcuts, we might just as well do so with the top level Admin Items: this would be a "Super-Admin" configuring the interface for a "Regular Admin".
All this could be done Role-dependent: show different Top-Level Admin Categories and a totally different set of Shortcuts for a different Role! I believe lots of people have added custom user Menus to their sites to make it easier to navigate for them. This would be about the same, but with a great look and preconfigured Framework already in place. So you don't necessarily have to fiddle with nice menus to do the job, and do all that styling over and over again...
The entire concept also does not keep us from switching on Admin-Menu-like Dropdowns from the top Admin Categories and hiding the Shortcuts altogether, so you would get an appearance very much like you have it now in D6 with Admin menu.
So everybody wanting to customize the crap out of the admin header would be welcome and does not have to fear to lose an ounce of drupal's flexibility.
But note: all this is not default. By default you get this nice Admin header with four very useful shortcuts and five equally useful top level categories that take you about everywhere you need to go.

john_jacobs commentedNot much to add, except that I immediately like the solution proposed by Jeff. I can comment that as a second tier admin I found the full admin menu a bit hard to nav. quickly at first and did get a higher level admin to write a small custom menu for us, so this customizable short cuts solution definitely makes good sense to me.
