Hi, does this module automatically tag content AND allow user to add their own tags, or does it disallow users from adding tags?

Both, actually. If you have a vocabularly specifically for the auto-tags, then it will drop the tags in there. If the user adds tags as well, then it _should_ preserve those (I say should because that's why this module is alpha :))
