To have secondary links dependent on primary set the primary and secondary links to the same menu in /admin/build/menu/settings and build 2 level hierarhy of menu items. On your page the primary menu will show 1st level of the menu and secondary menu will show corresponding 2nd level.

BTW this is how Drupal is set OOTB.
