the Key tab in Services module

I follow the reference book to download and install Services module and amfphp. According to the book says, there are 3 tabs: browse, keys and settings inside Services module. How come my Services module just show 2 tabs browse and settings. Thus, I can't create a new key for my API. Did I miss something or step??
