Can we do a website like shutterstock.com in Drupal?

Just like shutterstock.com

with images and secure paypal integration.

Would like to know the capability of Drupal in making this kind of website

Yes you can do this with drupal. The first thing you'll want to decide is which ecommerce module you want to use. Checkout the http://drupal.org/project/ubercart or http://drupal.org/project/ecommerce. For the international features you'lll want to check out the http://drupal.org/project/i18n module.
