Is it possible to create "nice menus" dynamically at runtime? I need a drop down context sensitive menu, whose contents is generated dynamically at runtime depending on the node type and contents being displayed. Is this possible?

Sure, you can create your own custom menu in code and then run that through nice menus theme functions as long as it uses the same structure as a native drupal menu. I don't know of anyone that is actually using that feature in 6 so YMMV.
