There are times when a report is not associated with a specific project version, and selecting a version only confuses people who read the report.
It would be good if the version would be an optional field, or if it would be possible to select a neutral value. The field contains the <none> value, but it is not possible to select it, because we are forced to select a different value.

Moving to a better place. I'm not sure what happened with issue versions in D7 yet. I was hoping we'd fix it via #1328928: Refactor version selection box to leverage "version strings" instead of "release strings" but apparently that got punted for now. But, in theory, this should all be configurable since the version is just a core field and people can configure it to be not required if that's the behavior they want.
